Regarding two-seater solar vehicles:
Would it be acceptable to replace the passenger in a two-seater solar
vehicle entirely with ballast, so long as it is demonstrated in
Scrutineering that the vehicle is indeed designed to carry two people
(i.e. successful completion of egress test with two people, driver
eye-height requirements, etc)?
