"All portions of the array...must remain fixed with respect to the car chassis..."
Does this rule out methods of changing a vehicles "pitch," a method of altering aerodynamics, but which conceivably could also be used to increase the effectiveness of the solar array. Changing the pitch of the vehicle's body would seem to be altering the fixed nature of any array that's part of the vehicle's body. However reg. 5.1 excepts "the effects of wind on the basic shape of the car..."
